Position Summary
The Washington State Board for Community and Technical Colleges (SBCTC) invites applications from qualified individuals interested in performing a variety of high-level fiscal analyst duties in support of college programs and system initiatives. This position is responsible for the development of operating budget proposals and costs estimates, including analysis of potential fiscal impacts and writing budget requests. This position also conducts fiscal analyses and develops written and oral reports of findings and conclusions. Principal Activities
· Assist in the development of the community and technical college system’s operating budget request by developing proposals and cost estimates, surveying districts, and writing budget request proposals.
· Perform fiscal analyses using complex data bases and spreadsheets; summarize findings through written and oral reports and by creating graphs, tables and PowerPoint presentations.
· Analyze the fiscal impact of proposed legislation and write fiscal notes and bill analyses.
· Attend legislative hearings and respond to legislative and OFM staff questions.
· Provide subject matter and data expertise on compensation-related issues.
· Provide subject matter and data expertise on tuition and waivers.
· Support agency research activities and studies through data and fiscal policy analyses.
· Assist in preparing presentations for operating budget director, finance director and others as needed. Audiences for presentations include legislature, State Board, college Presidents, VPs, Business Officers, and others.
· Perform other department related work as required.
Qualifications
The successful candidate must be able to function well in a high energy work environment, make independent decisions about work priorities while exercising good judgment and initiative, and communicate effectively both orally and in writing. Minimum qualifications include:
· Bachelor’s degree and four years of experience working with complex databases and spreadsheets for analysis and research; OR,
· Master’s degree in Public Administration, Political Science, Economics or Business, and demonstrated ability to work with complex databases and spreadsheets for analysis and research.
Preferred qualifications include:
· Knowledge of the state’s operating budget process and systems.
· Understanding of the state’s legislative process.
Working Conditions
This position works indoors at the Olympia office. Regular office hours are 8 a.m. to 5 p.m., Monday through Friday. Occasional travel throughout Washington State is part of this position.
Employee Benefits
This is a full-time, non-civil service position starting in July 2008. The salary range is $65,000 - $75,000 annually, with placement based upon experience and qualifications. Excellent benefit package including:
